SCA proposes WA strata commissioner
Strata Community Association WA has called for $10 million of funding over four years for a state strata commissioner, and has urged all sides of politics to continue legislative reform.
In an election platform document ahead of the March 8 state poll, it says a strata commissioner’s office would provide a central body for oversight, regulation and dispute resolution.
The development of apartments and townhouses has surged in WA in the past five years, and strata properties in Perth are valued at more than $99 billion, according to the group.
“With one in six West Australians already living in an apartment or other strata dwelling, a dedicated strata commissioner’s office would be instrumental in strengthening consumer protections, advancing reforms and resolving disputes efficiently,” SCA (WA) GM Kerrin Simmonds said.
“WA’s strata sector still faces challenges in professional development, education and regulation.
“While standards have improved, significant reforms are needed to ensure the governing legislation remains effective.”
The SCA has also called on WA Labor and the opposition to commit to the five-year review of the Strata Titles Act. A first round of public consultations opened last year.
It says strata managers and third-party service providers should have to disclose potential conflicts for any arrangement or service, using a standardised form that is updated regularly.
The group has also raised concern at a lack of insurance for buildings over three storeys, to protect against defects.
“A potential solution could be the establishment of a defect rectification fund, which would provide financial protection for defects in taller buildings,” the election document says.
A WA dispute resolution body like the NSW Office of the Building Commissioner could alleviate pressure on the State Administrative Tribunal, consumers and strata managers, ensuring a more efficient and accountable system, it says.
The state Labor government, led by Roger Cook since 2023, is seeking a third term after winning power in 2017.
