He says better training and support of staff has been key, and systems and structures have been improved.

There has also been a "full refresh" of Youi's building services panel and better complaints management put in place.

"Do you believe that cultural change has been achieved?" committee Chairman Tim Wilson asks.

Mr Bakker says there will always be more to do but "there has been a significant cultural shift" on claims.
