Allianz decided against spending $25,000 to $30,000 to get external lawyers to review the series of errors on its website.
Ms Orr suggests that by using an in-house lawyer to carry out the review it took much longer than necessary.
It was Mr Winter's decision not to employ the external team, and Ms Orr suggests this refelected the lack of priority the issue was given.
Ms Orr highlights a series of errors on the website relating to travel insurance - including incorrect claims that the basic travel product gave unlimited cover for overseas medical expenses.
The offending pages were not removed and were left visible to customers for 18 months.
