Union questions Victorian WorkCover review

The Community and Public Sector Union has attacked the latest review of the Victorian WorkCover Authority, to be conducted by former state minister Roger Hallam.

“We don’t think there is any need for another review,” union Secretary Karen Batt told insuranceNEWS.com.au. “We currently have 12 reviews of WorkCover under way, so what is Roger Hallam going to do?”

A recent review of WorkCover and the Transport Accident Commission by the state’s Essential Services Commission made 20 recommendations.

They include WorkCover making its costs transparent and taking a more commercial approach to its relationship with the accident commission.

The report says self-insurers’ contributions should be based on full cost recovery and WorkCover should publish expected average premiums for a three to five-year period. If this cannot be done, premiums should be reviewed independently.

The State Government has supported all the recommendations and says they will be implemented this year.

Mr Hallam was WorkCover minister in the Kennett Government between 1992 and 1996. Ms Batt says the State Government should publish Mr Hallam’s terms of reference and reveal how much he is being paid.

“We are told he is reviewing ‘synergies at WorkCover’ but we haven’t heard from the State Government. We have a former minister who abolished common law entitlement in WorkCover appointed with no public details of what he is to do or how much it will cost.”
