Royal commission hears alternatives to fire services levy

Removal of the fire services levy (FSL) in WA has been a success, according to the person running the state’s emergency services.

Fire and Emergency Services Authority of WA CEO Jo Harrison-Ward was appearing before the Victorian Bushfires Royal Commission, which is examining insurance issues in the wake of the $1.1 billion disaster, with insurance taxes and underinsurance among the key issues.

She says removal of the levy in WA seven years ago has led to cheaper insurance and improved resources.

Ms Harrison-Ward said the replacement property-based levy has allowed the authority to replace or refurbish 77% of its registered bushfire fighting fleet.

“When you look at what the [new] levy has done, particularly for volunteers in our state, it is quite phenomenal,” she said.

Ms Harrison-Ward says WA residents encountered lower premiums as insurance companies passed on the savings.

SA Commissioner of State Taxation Michael Walker told the royal commission introduction of a property-based levy more than 10 years ago ensured all SA residents contribute an equal share to the emergency services.

“Anyone who owns property will pay the emergency services levy,” he said.
