Builder and engineer face action over high-rise blaze

Two more building practitioners face disciplinary action over a devastating fire involving flammable cladding.

A cigarette discarded on a balcony started the blaze at the Lacrosse apartments in Melbourne’s Docklands in November 2014.

The fire raced up the building’s exterior, fuelled by cladding imported from China that was not tested to Australian standards.

Fire chiefs believe it was extremely lucky nobody was killed.

The Victorian Building Authority (VBA) announced in April it had referred the Lacrosse building surveyor to the Building Practitioners Board for disciplinary action, and the architect to the Architects Registration Board of Victoria.

Now two more practitioners – fire safety engineer Con Nicolas and registered builder Jim Moschoyiannis – have been referred to the Building Practitioners Board.

“The VBA alleges the three building practitioners – the builder, the building surveyor and the fire safety engineer – breached the Building Act and Regulations and failed to carry out their work in a competent manner and to a professional standard,” the regulator says.

The VBA investigation into the conduct of building practitioners involved in the Lacrosse site has now concluded.
