Dr Leigh asks whether we could be heading for a "two-class Australia", with some people able to afford home insurance and others not.

Mr Bakker says "it is certainly possible". He says if weather patterns become more severe then insurance "could become unaffordable in certain areas".

He calls on the government to invest in mitigation.
